Annual Survey 2019 – full results

We carried out a full survey in 2019, to find out councillors and officers views of oversight and scrutiny.   

Nearly two-thirds (62%) of councils in England and Wales are represented in these findings. Although we released some headline findings at our Driving Smarter Scrutiny Conference in December 2019, these full results reveal more about the different scrutiny models in councils and that while members and officers are positive about the role of scrutiny in local authorities but feel that there is more to be done to ensure that scrutiny has the same ‘parity of esteem’ as the executive decision-making function in councils.
