Advice for councillors on questioning styles and techniques.
Questioning is a crucial component of the “critical friend” challenge, an important principle of good public scrutiny. It is vitally important that whilst maintaining a thorough and purposeful challenge to executive policy-makers and decision makers that questioning of those under scrutiny remains constructive.
The key to successful questioning is balancing the need to get answers with the need to build strong relationships. This can be achieved best by a combination of good preparation, knowing what questions to ask and when to ask them, and understanding which style is appropriate in every situation.
