Social return on investment

This paper, sponsored by Grant Thornton, provides a methodology of Social Return on Investment (SROI) that officers and members can use to tackle questions of major service change. 

This is the first in a short series which takes, as its starting point, work that CfGS undertook last year on transformation and commissioning. CfGS supported nine areas in England and Wales to explore how scrutiny might need to change and develop to better tackle the challenge of major service change in local government. The fruits of that research and support were published in “The change game” in June 2015.
