Anatomy of accountability is a national health scrutiny conference, supported by NHS England, which will explore current health policy, how it’s delivery is planned and identify the key areas where scrutiny has a role to play. Expert speakers will guide delegates through the most pertinent issues and a series of practical and interactive workshops will help delegates to formulate plans for local actions to tackle the challenges ahead.
Despite recent announcements of extra funding for social care and Sustainability and Transformation Plans (STPs), pressures on budgets remain. How the country delivers health and care services is one of the most pressing and urgent policy priorities. How can councils and NHS bodies balance the resources they have and manage the expectations of the communities they serve? How do local politicians handle national policy which leads to changes locally, some of which may be unpopular?
Scrutiny and accountability are vital components in this landscape, providing a link between central and local politicians and the communities they serve. Along with others in the ‘public voice network’, councillors help to safeguard quality, safety and equity across health and social care. As the Five Year Forward View and STPs are delivered, local accountability and scrutiny can help shape their implementation, ensuring that changes and reconfigurations happen with proper consultation and that unintended consequences are mitigated.

New models of care
Through the new care models programme, redesign of whole health and care systems is being considered. This might mean fewer trips to hospitals with specialists holding clinics in local surgeries; having one point of call for family doctors, community nurses, social and mental health services; or access to blood tests, dialysis or even chemotherapy closer to home.
In this workshop, delegates will hear about the learning from one of the ‘vanguard’ areas and will explore the implications for local scrutiny as the NHS begins to roll out these care models across the country.
Sustainability and transformation partnerships – opportunities for joint working
Sustainability and Transformation Partnerships (STPs) are the mechanism for achieving the vision of the NHS Five Year Forward View. The product of collaboration between health and care system leaders. Plans are now being implemented which will mean engaging with local scrutiny where there will be substantial reconfiguration of services.
In this workshop, delegates will hear how STP leaders are engaging local politicians and how local scrutiny can take a ‘whole system’ approach to the implementation of STPs.
Don’t forget public health
Healthcare and social care services make headlines, but it is local prevention and intervention which helps people live independently and have a better chance of long term health. Councils’ public health role is important to developing personal and community resilience.
In this workshop, delegates will hear about an effective approach to strategic health and wellbeing planning and explore how local scrutiny can help to reduce inequalities.
Building whole system accountability
There are several groups that have a role in holding health and care system leaders to account – for example scrutiny councillors, CCG lay members, provider non-executives and local healthwatch. Although each group has a specific remit, their combined role is to provide assurance on behalf of local people that services are planned and delivered in ways that meet local needs.
In this workshop, delegates will be introduced to the different roles and will explore how to build effective relationships in order to strengthen accountability across whole health and care systems.
