Scrutinising complex structures and delivery vehicles

Public services provided by councils are vastly different today from ten years ago.

The way local authorities structure their delivery has become increasingly complex both in response to the tightening of the public purse and in order to provide greater flexibility and commercial opportunities. However, this complexity comes with risks for governance, accountability and transparency. How are arms-length bodies or independent companies owned by a council held to account for their strategic decisions let alone their actions? To what extent is governance built in to the design of such structures? Does scrutiny have the authority to follow the public spend and what can be reasonably demanded of them? This new course, developed in response to this emerging trend, will use the latest research and insight from the CfGS team to understand this emerging complexity and help scrutiny act as an effective voice for residents.
