Supporting good governance in Local Enterprise Partnerships

The client and background

We were commissioned by the LEP Network, the membership body for Local Enterprise Partnerships, to pilot and deliver peer reviews for England’s LEPs. This was intended to support and align with the Annual Performance Review process led by Government.

What we did and the impact

We piloted peer reviews for six LEPs and designed a system and approach for remaining LEPs intended to provide rigour and constructive challenge. LEPs were paired with each other, with senior people coming together for a single meeting to tease out common issues and concerns.

Our approach was designed to provide structure and focus for peer review sessions, identifying through pre-work the more significant governance themes that both LEPs experienced and facilitating discussion on the day, as well as assisting in the development of actions afterwards.

Peer reviews were delivered for most LEPs, although the impact of the coronavirus has meant that a minority remain on hold.
