Expert support to Croydon Council’s Cross-Party Governance Review

The client and background 

In 2019 Croydon Council established a cross-party Governance Working Group to examine the effectiveness all aspects of governance including the potential to change their formal governance arrangements and how backbenchers and the public were involved in decision-making. 

 

What we did and the impact 

CfGS was commissioned to undertake the evidence gathering in relation to members and partners, and the design and analysis of the public survey. We also provided expert advice and research support to the Group and have subsequently been invited to chair the Implementation Working Group.

A comprehensive evidence based report and recommendations was accepted by the Council and work is now underway to implement changes including a new hybrid governance model which introduces new Cabinet Member Advisory Committees and a ‘Backbench Matters’ section to Council Meeting agendas. These are expected to be implemented from Autumn 2020.
