Conducting a scrutiny review in Merton

The client and background

Merton council wanted to undertake an evaluation and review of their scrutiny function.

What we did and the impact

We used our Scrutiny Improvement Review methodology to carry out this work. We spoke to Merton to better understand their needs and the strategic context within which scrutiny sits. After doing so, we arranged interviews with a wide range of councillors, council officers and external partners to address our key lines of inquiry. We supplemented this by observing committee meetings and reviewing publicly-available documentation.

We produced findings for the council to consider and refined them based on feedback, helping the council to develop actions which they could own and take forward themselves.
