Evelyn joins CfGS as a Senior Governance Consultant, bringing more than 20 years’ experience across local government, governance, health and public service.
Earlier in her career, Evelyn worked as a scrutiny officer in local government and has been involved in scrutiny and its role in Council governance over many years seeing it from several perspectives: as an officer supporting it, as a councillor applying it and as a cabinet member being held to account through it.
She has been an elected councillor for more than 12 years and spent eight years as a Cabinet Member, with responsibility for health, adult social care, public health and community safety. She has worked on both sides of local government decision-making, as an executive member and through overview and scrutiny.
Evelyn has chaired a Health and Wellbeing Board and co-chaired a borough-wide strategic partnership, working with the NHS, voluntary and community organisations and other public services. She also led a Maternity Commission looking at inequalities in maternity care, particularly the experiences and outcomes of Black women.
She is an experienced LGA Peer Mentor and has supported councillors with their leadership and development. She has also delivered training for elected members on effective scrutiny and has experience of facilitating discussions with councillors, senior officers and partners.
Evelyn is particularly interested in strong, collaborative scrutiny, council and councillor development and making support effective governance in its design, process and application.
