The role of constitutions in democratic change

Every council election brings the potential for change, new members and sometimes new administrations – and the possibility of minority administrations, with no overall control or changes in political leadership.

How will the constitution – and perhaps the way it works in practice – withstand change and challenge? Have the processes of decision-making, scrutiny, debate, accountability and transparency become clunky or possibly outdated?

A council’s constitution should be a practical, trusted guide for members and officers – supporting sound governance and helping everyone to understand how to things get done. With local elections approaching in May, now is the time for councils to check that their constitution still reflects current practice, is easy to navigate, and supports members in their roles.

This learning event focuses on how councils can make constructive, future-focused updates that enhance clarity, transparency and confidence. Together we will:

  • Discuss how constitutions assist transition and change in council control
  • Look at how day-to-day working practices, including informal routines, can be captured or supported in constitutional documents
  • Explore areas of constitutions that often prompt questions from newly elected members, and ways to address these through clearer drafting or improved guidance
  • Share approaches for introducing new members and leadership teams to constitutional rules in a way that supports understanding, collaboration and good governance
  • Join us at this free online learning event to explore practical ideas and good practice
