The Centre for Governance and Scrutiny welcomes the budget announcement on greater devolution of further powers to more parts of the country. We will continue to work with colleagues in government, local government and the wider public sector to urge a more inclusive and transparent approach to devolution deal making and implementation.

We remain concerned that the government’s continued push for all schools to become academies presents real challenges for how academies are held to account. Multi-academy trusts and other school types are not subject to appropriate levels of scrutiny and have opaque governance structures which can appear remote and incomprehensible to most parents. Attention must now be given to how we can ensure we are clear who is accountable, hold them to account and provide appropriate support from everyone in the local and national system, including parents. This is the only way to improve education standards.
