This guide has been produced using funds from the JRSST Charitable Trust. It is part of a project being delivered by the Centre for Governance and Scrutiny, about rethinking how local decisions get made – and the changes that we might need to make in local democracy after the pandemic.

This guide is designed to help local people – those who think of themselves as “campaigners” and those who don’t – to understand better how decisions get made in local councils in England. (The way that local government works in Scotland, Wales and Northern Ireland is different). This guide doesn’t cover decision-making on planning or licensing, or things like appeals to fixed penalty notices.
