Overview and scrutiny in combined authorities: a plain English guide provides officers and members with a straightforward guide to the legislation as it relates to scrutiny in combined authority (CA) areas.

The guide covers key areas such as, the role of scrutiny, resourcing the function, who should form part of the combined scrutiny group, who to chair committees, co-opting etc.

This report forms part of our ongoing work to support local government devolution.
