Approaches to meeting: learning lessons from the pandemic

This publication aims to review experiences of remote meetings during the pandemic – in particular, impacts on behaviours – and to apply those to the design of hybrid meeting arrangements. 

In England, all council meetings must now be held in person – with councillor participants being physically present, and with provision made for the public to be physically present too. However, certain participants (councillors and non-councillors) can, legally, join remotely. This guide explores the practical circumstances governing hybrid meetings and sets out possible approaches to managing them in a fair, transparent and proportionate way.
