COVID-19 Guide 4: scrutiny and supporting the vulnerable
This is the fourth of five guides for councillors (and those supporting them) on managing some of the challenges associated with carrying out their governance roles during the COVID-19 crisis.
It focuses on scrutiny’s contribution to the difficult decisions councils are having to make relating to their support for vulnerable people during the crisis. In particular, it relates to councils’ powers to exercise an easement relating to their obligations under the Care Act, and Regulations which alter the way that councils and their partners support children and young people. It also looks at the way that local mutual aid groups are seeking to provide assistance to the vulnerable.
