Scrutiny self-evaluation framework

The scrutiny self-evaluation framework is a tool to help scrutiny officers and members to reflect on the strengths and weaknesses of their arrangements for overview and scrutiny, and to put in place practical steps for improvement. 

It is the third iteration of this framework. Previous editions were published in 2006 and 2011, both of which this version supersedes.
